Phang Nga Guidelines for COVID-19 Domestic Travel Screening and Control Measures

The order of Phang-Nga province No. 2674/2564 will be effective from 1 September, 2021, to 15 September, 2021. The order expands the duration of the screening measures for domestic transit to the province and strict rules for businesses and activities with a possibility to spread the virus.

 

Closure of the following establishments in Phang-Nga:

All types of gambling establishments: bullfighting, cockfighting, Siamese fish fighting, bird competitions, horse racing, boxing rings, or other similar establishments.

Entertainment establishments or similar establishments: pubs, bars, karaoke places, or other similar establishments.

Massage parlours, massage shops, traditional massage shops, spa shops, health massage shops, beauty massage shops, and other similar establishments, except massage for treatment in hospital or local massage for treatment out of hospital.

Bathing, steaming, and herbal steaming establishments including other similar establishments, except for treatment in hospital or for treatment out of hospital.

Game machines, fun rides, game centres, Internet cafés, and amusement parks.

Ban on the gatherings of people

Social gatherings and activities are limited to a maximum of 100 people unless they are supervised by the authority and are being held in a sealed area, which must follow the strict guidelines announced by the Ministry of Public Health. 

 

Control Measures for economic and lifestyle activities  

Restaurants and eateries are allowed to open per normal hours, and offer dine-in services without the sale and consumption of alcoholic beverages. Failure to comply with the measure would see both the restaurant owner and consumer being held responsible;

Department stores, shopping centres, community malls, or other similar establishments are allowed to open and close per their business hours except the game machines area, fun rides area, game centres, and amusement parks.

 

Measures for transit screening

Every district except Mueang District and Tai Mueang District must set up a screening point to check and screen every person entering Phang-Nga in order to control the spread of COVID-19;

Every district should consider setting up a screening point to check and screen every person leaving Phang-Nga as they see fit in order to control the spread of COVID-19;

Every district must set up a screening point to check and screen every person entering and leaving their own community area in order to control the spread of COVID-19.

 

Measures for entering and leaving Phang-Nga 

Those entering Phang-Nga must comply with the following measures:

1. People must declare their reason to visit and show one of the following documents:

1.1 Vaccine certificate indicating that travellers have received 2 doses of Sinovac or Sinopham, or Sinovac and AstraZeneca, or 1 dose of AstraZeneca, Pfizer, Moderna, or Johnson and Johnson COVID-19 vaccine for at least 14 days.

1.2 A negative COVID-19 test result by the RT-PCR method or Antigen Test Kit no more than 72 hours before entering Phang-Nga.

1.3 Documents to certify that you have recovered from COVID-19 no longer than 90 days.

2. Domestic tourists (domestic tourists and international tourists who have fulfilled the government’s requirement and have stayed in Thailand for no less than 14 nights) must have the following documents:

2.1 Vaccine certificate indicating that travellers have received 2 doses of Sinovac or Sinopham, or Sinovac and AstraZeneca, or 1 dose of AstraZeneca, Pfizer, Moderna, or Johnson and Johnson COVID-19 vaccine for at least 14 days.

2.2 A negative COVID-19 test result by the RT-PCR method or Antigen Test Kit no more than 72 hours before entering Phang-Nga.

2.3 Proof of payment or booking for accommodation in Phang-Nga.

2.4 If tourists have been infected by COVID-19 before, they must show a document to certify that they have recovered from COVID-19 no longer than 90 days and other documents as mentioned in Item 2.3.

3. International tourists entering Phang-Nga under the Phuket Sandbox (7+7) must have the following documents:

3.1 A certificate of vaccination against COVID-19 with a vaccine approved by Thailand’s Ministry of Public Health or the World Health Organisation (WHO) no less than 14 days before their travel date. Travellers who have recovered from COVID-19 also need to be fully vaccinated at least 14 days before travel.

3.2 Proof of taking a COVID-19 test by the RT-PCR method no more than 72 hours before entering Phang-Nga.

3.3 A ‘Transfer Form’ from Phuket.

3.4 Proof of payment or booking for SHA Plus accommodation in Phang-Nga.

4. Visitors who enter Phang-Nga with a purpose of transiting to other provinces must show the documents stated in Item 1.1, 1.2 or 1.3.

If visitors have a second dose of a vaccination appointment in Phang-Nga, they must have proof of the appointment and must receive a negative COVID-19 test by the RT-PCR method or Antigen Test Kit no more than 72 hours before entering Phang-Nga.

For students aged less than 18 years who cannot get vaccinated but are in need of entering or leaving Phang-Nga for educational purposes, must get an identity card from their academic institution and show it to the authorities when entering or leaving Phang-Nga. They must also take a COVID-19 test at a hospital in Phang-Nga and obtain a COVID-free certificate.

Qualified individuals (according to the aforementioned regulations) staying in Phang-Nga must comply with the following regulations:

1. Report to the district chief or the disease control officer who is in charge of the district.

2. Quarantine themselves at home or facilities approved by the disease control officer for 14 days for the whole time of their stay in Phang-Nga or until they receive a medical examination result that they are no longer in the contagious period.

3. Strictly comply with the disease control officer’s guidance, observe their symptoms, and keep distance of at least 1 metre from other people.

4. If they have any symptoms; such as, fever, cough, sore throat, shortness of breath, or any symptoms that could be suspected as COVID-19, immediately notify medical staff. 

 

Measures for international tourists who visit pilot destinations from the Phuket Sandbox (7+7)

1. Tourists must comply with the guidelines issued by the Centre for COVID-19 Situation Administration (CCSA).

2. Tourists can travel and do activities at SHA Plus-certified establishments in Khao Lak and Ko Yao. In Khao Lak, tourists are allowed to visit Lam Kan, Khao Lak, and Nam Kem Beaches in the Sandbox style. In the Hat Na Tai area, tourists must stay in SHA Plus areas only. For Ko Yao, tourists are allowed to visit only SHA Plus-certified establishments. Other zones will be closed for visiting until the vaccination rate meets the Sandbox criteria.

3. Tourists must stay in the area mentioned in Item 2 for at least 7 nights, or stay in the area and Phuket Sandbox for no less than 14 nights in total. Tourists must test negative for COVID-19 by the RT-PCR method on Day 12-13 to get a release form that can be used as proof to leave the pilot destinations and visit other areas in Phang-Nga or other provinces in Thailand.

4. Tourists who stay in the area mentioned in Item 2 less than 2 nights or stay in the area and Phuket Sandbox less than 14 nights in total must leave the kingdom through Phuket International Airport only.

5. Install and use the tracking function of the “Mor Chana” application all the time, for the benefit of preventing and controlling the spread of COVID-19.

6. Strictly comply with the pandemic preventive measures designated by the government.
